In today's ever-evolving educational landscape, the traditional on-site approach of schools, colleges, and universities is making way for the innovative hybrid and online campus model. This significant transition highlights the need for a specialized role: the Chief Online Education Officer (COEO).
Dr. Georgianna Laws recognized this shift and established Geo Laws Consulting with the belief that every school, college, and university needs a COEO to navigate the complexities of operating quality online and hybrid education programs. Leveraging her advanced education as well as the practical experience, Dr. Laws aims to support those in leadership positions—including principals, superintendents, presidents, chancellors, and provosts—in their quest to find, develop, and retain competent COEOs.
Aware of the financial realities of many institutions, Dr. Laws also offers an alternative "COEO-for-hire" solution either in lieu of a COEO or to supplement the capacity of an existing COEO. Through such services, Georgianna helps create, operate, and sustainably scale up quality online and hybrid programs for higher-education institutions, in support of the UNESCO Sustainable Development Goal 4 (SDG 4) of ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.

With 20+ years of global experience across four continents, Dr. Laws leads people-centered and AI-enabled transformation that drives performance and aligns learning, strategy, and technology with client and business needs. When organizations face complexity, misalignment, or stalled growth, she designs systems that turn their vision into action—growing leaders, scaling impact, and delivering meaningful client results along with high organizational value.
Dr. Laws spent 10+ years in the corporate education/training world and 10+ years in the public K-12 and higher ed sector, serving clients in Africa, America, Asia, and Europe. She earned an undergraduate degree in teaching English and French, a master's degree in adult education and distance learning (earned in the U.S. while working in Japan), and a doctoral degree in higher-education leadership (earned through a hybrid program with online coursework and onsite research residencies).
As an avid life-long learner, Georgianna continued to round off her education through 30+ professional certifications in artificial intelligence for education and business, instructional design, online teaching, quality assurance, operations management, change management, project management, negotiation, public speaking, and executive leadership. Her credentials were earned from institutions such as the Online Learning Consortium, Quality Matters, Harvard Business School, University of Oxford, Imperial College London, Jack Welch Management Institute, Atlassian, Microsoft, Toastmasters International, American Negotiation Institute, Google, and LinkedIn Learning.
Her
doctoral research focused on the legitimate power that COEOs hold over online-program quality assurance at higher-education institutions in the United States. Dr. Laws speaks to national audiences about the COEO role in higher education and many other related topics. As a board of directors member of the United States Distance Learning Association, Georgianna served as chair for National Distance Learning Week, further showing her commitment to the development of online education.
Outside of work, Georgianna chased sunrises over the Great Pyramids of Giza, climbed the Great Wall of China, skied Nagano’s Olympic slopes, run a marathon, and watched the sun set over Mt. Fuji. She brings that same spirit of curiosity, resilience, and joy into her leadership—grounded in kindness, fueled by purpose, and always focused on serving by lifting people and organizations to their full potential.
